GIven What has been said I don't expect that a legal copy would come out but I'd happily pay well for a legal SEARCHABLE PDF or EPUB file.

I don't think GW lawyers will allow it.

They went to the lengths of stopping a battle report using their KGN rules in a well known wargames magazine.

THey have also made it quite clear that they have no intention of allowing other parties reproduce their material even under licence.
